“na naman” often carries a tone of emphasis or exasperation in it.

I made a mistake between these two expressions recently and was corrected.
I said to a woman who had won (yet another) race, Una ka uli - trying to say You were first again. Much better, I was told, would have been Una ka na naman (sense of emphasis / exasperation or in this case admiration). However if I had have been asking if she had won, Una ka ba uli? might have been better (no need for admiration yet as I didn't know if she had won).

I do not see anything wrong with your initial "una ka uli" comment to her. It was factual and objective. If she told you that using "na naman" would be much better, then I suppose vanity was at play there.
 
"Una ka ba uli?" is just as objective and, I would even add, decent. If you are to ask "Una ka na naman ba?", it would depend on what you really meant and how the other person interprets it since emotion is already involved. It can either be said out of sheer admiration (but may also be with a hint of flattery) or annoyance. I think that woman would also like to hear you ask that as "Una ka na naman ba?". 😀
